We are talking about New York’s 2023 State Legislative Session this weekend on In Focus. State Senator James Skoufis joined JoDee Kenney to discuss what passed in that chamber this year. Overall, Skoufis said New Yorkers want a good quality of life, reasonable taxes and basic support from their state government. He highlighted the ongoing expansion of universal pre-K outside New York City, and its impact on families. When it comes to taxes, he said the people of his district in Orange County scored a victory with the carve-out of the MTA payroll tax, especially since the area is sparsely served by its mass transit lines. Skoufis also encouraged Gov. Kathy Hochul to sign a bill raising the minimum population for village incorporation from 500 to 2,000, as well as requiring an analysis of financial sustainability and taxation. The senator also talked about housing across upstate New York, saying an increased supply would stabilize the rent market, and locating new units near public transportation will encourage growth in the region.
