COVID-19 vaccines have started being administered across the state, a hopeful sign as cases continue to rise, but county leaders are coming together, saying the distribution process needs changes.

The New York Association of Counties hosted a press conference Tuesday, with county executives saying that state and federal limitations are causing issues.

Chemung County Executive Chris Moss says a hospital in his county was told by the state that it had to use all of its vaccines by tomorrow, or lose them. To prevent that, the hospital opened up its vaccinations to all emergency personnel and those 75 or older.

“So what our hospital said was 'everybody come get vaccinated. We don’t care if you're in 1A or 1B.' They just threw a grenade and caused chaos into what little organization that was going on," said Chemung County Executive Chris Moss.

Moss says the county received 400 doses yesterday. He says the distribution of those doses will be behind schedule because they’ll have to make sure people weren’t already vaccinated through the hospital.
