Parts of the last two days have brought confusion and frustration for many business owners across Upstate New York.

Several businesses in Oneida County opened Friday morning before getting the green light from the state. But now that Phase 2 has started in the region, they’re happy to finally welcome back their customers.

"I was going to open anyways because of the frustration and the confusion, but honestly, I'm very relieved that it is definitely open,” said Laura Misiaszek, the owner of the Olde Wicker Mill.

Governor Andrew Cuomo announced five upstate regions could reopen Friday, hours after the state had postponed the start of the next phase. Despite the initial postponement, many businesses in Oneida County had their doors open Friday morning.

"Me and my son, we said 'we're ready to go, we're going to open.' We've done all the precautions and everything, we're all set. Here we are, we're open today,” said Mark Bolos, owner of Big Apple Music in New Hartford.

That decision came after Oneida County Executive Anthony Picente said he would not force Phase 2 businesses to remain closed.

Nonetheless, businesses are relieved with Albany’s change of course.

"Now we can just concentrate instead of worrying in the back of our minds, 'is there going to be repercussions for this?' Now we can relax, we can concentrate. We can be here for our customers and give 100 percent,” says Misiaszek.

But despite being back open, these owners want more communication moving forward.

"They have to kinda get their act together I think, and just be a little clearer with the communication,” Misiaszek said. “We can all play by the rules; we just need to know what the rules are."

It was frustration echoed by county leadership.

"They need to know earlier than they did the night before they're scheduled to reopen. And the same will go for restaurants in the next couple weeks as the restaurants are looking at Phase 3,” Picente said.
