In Governor Cuomo's State of the State address this week, he brought back the idea of banning single use plastic bags.

The move has been talked about for years, now we're seeing more action.

On one side the governor argues that a ban will promote recycling, reduce litter, and protect waterways.

He argues the fact that plastic debris is building up in oceans around the world, in particular the Pacific Ocean.

Shoppers seem to be mixed on the idea. One told us he agrees there's an issue, but doesn't believe we'll see progress unless other countries get on board.

"I don't agree with it,” said Don Carlo, from Utica.  “I know that we have a plastic problem I don't think that's the way to go, we need to think of other ways.

"I think banning plastic bags is a good idea, I definitely do. The ocean is full of plastic bags,” said Frank Matteson, of Utica.

The governor did propose banning plastic bags last year but the plan failed to get enough support.
