During his more than 30 years with the Utica Fire Department, retired Captain James Barefoot said he never had the desire of becoming chief.
"I'm the type that's always believed in being out with the people. That's primarily the reason that I never went to chief. I like being in the trenches with the men," he said.
Last week, Utica Mayor Robert Palmieri presented Barefoot with an opportunity he couldn't turn down.
"One of the things about the new chief is the fact that he loves this city, he loves the fire department and he certainly is going to be the glue to bring things together," said Palmieri.
Over the past year, the fire department has been at the center of several controversies.
Last May, former chief Russell Brooks was placed on administrative leave after the city learned about some of his medical issues. Brooks disagreed with their decision and took them to court.
Now within the last week, the public learned that interim chief, John Kelly, is accused of sending inappropriate text messages to a deputy chief's son. The messages allegedly invite him to the fire department to engage in sexually-charged behavior.
"Some things have happened and it's disappointing. But they're better than that. I know they are. I just want to work with them to win the trust of the city back," said Barefoot. "I've given many years to the fire department. I do truly love it. I love all the members within the department and I want to help. I want to be a positive impact."
Barefoot will be sworn in as chief on July 2nd.
