FEMA has denied disaster assistance to residents affected by the July floods again. 

In December, FEMA denied New York state's request for a disaster declaration after rising waters destroyed communities across the state. The state appealed that decision, but has been denied again. 

Oneida County Executive Anthony Picente wrote a letter to FEMA's administration demanding answers. He says the July floods caused nearly $10 million in damage in Oneida County alone. 

But according to FEMA, they say "the damage identified in your request resulted from separate and distinct events, none of which were the severity and magnitude as to be beyond the capabilities of the state, affected local governments and voluntary agencies."   

Picente calls their decision horrendous and bereft of common sense.
