As Central New York entered the first phase of reopening, Oswego started taking steps to limit some restrictions that were put in place to stop the spread of the virus.

On Thursday, Oswego Mayor Billy Barlow announced parks and playgrounds would reopen Friday evening.

"I think I need to live up to what I pledged and reopen parks, playgrounds, city amenities, and public areas as soon as I possibly could," Barlow said.

The announcement was made shortly after Governor Andrew Cuomo gave Central New York the green light to start phase one of reopening.

This weekend, many took advantage of the playgrounds being back open. Parents say it’s important for kids to have the opportunity to enjoy outdoor activities.

"I think it's great. We've been stuck inside for the past month and a half, and the kids really need an outdoor space to play,” said Lisa Falvo.

On top of reopening parks and playgrounds, the city also lifted the "Stay at Home, Stop the Spread" order, which barred non-essential travel.

"I would ask you to continue limiting your travel, and continue to not take the entire family to the store, if you have to go to the store,” Barlow said.

And while some restrictions are being lifted, Barlow is urging neighbors to continue taking the necessary precautions to protect against COVID-19.

"What I don't want people to do is to run out and act like we're back to normal and start behaving as if these are normal times," the mayor said. "We are still in the battle."

City officials say the DPW will continue to sanitize public areas.

Barlow also announced the marina will remain closed until at least July 13, and stresses that mass gatherings are still banned, despite some of these restrictions being loosened.
