A teenager alleging a hit-and-run and cover up by a Montgomery County Sheriff's Investigator is filing a federal lawsuit.

Julian Louscher, 18, says that on July 11, he was riding his skateboard on Amsterdam's Northern Boulevard when he was hit by the personal vehicle of Investigator Roberto Gracia. Louscher says he was thrown across the car, suffering head, shoulder, arm and other injuries.

The lawsuit alleges Gracia left the scene without notifying police, and another sheriff's deputy, Theresa Pingitore, conspired with Gracia to cover up the incident. The two were arrested in August.

Louscher's lawsuit will be filed against the two deputies, as well as the department and Montgomery County.
