SPECTRUM NEWS VIDEO: Schenectady Mayor Gary McCarthy introduced an $86.8 million budget for next year. It includes a small tax decrease - by a half percent. The money earmarked for the police and fire departments is slightly reduced. It also includes $2.5 million in casino revenue and focuses on flipping vacant properties to get them back on the tax roll.
