Several factors contribute to why New York fosters an unhealthy building environment, according to a new scorecard released by the Associated Builders and Contractors trade association.  

Difficulty with prevailing wage and right to work mandates, and poor public-private partnership development contribute to the Empire State landing itself 47th on the list.
