Governor Cuomo is now saying the best way to make big changes on the LLC loophole is a constitutional convention. That is something voters have the option to do every 20 years, with the next vote scheduled for 2017. Holding a constitutional convention is a complicated, costly process, and a former assemblyman says it's also a process that gets corrupted. Jerry Kremer wrote a book on the history of constitutional conventions. It's called "Patronage, Waste and Favoritism: a Dark History of Constitutional Conventions." He joins us in studio to talk more about it.
