Phase 4 of reopening begins in Western New York Tuesday, adding certain businesses to a growing list of services that can resume in the region.

Higher education institutions, low risk entertainment services are allowed to reopen. Museums, zoos, and botanical gardens are also allowed to open.  

Gov. Andrew Cuomo said he still not ready to give the go ahead for malls to open, but has more guidance on what needs to be done for them to open in the future.

"So any malls that will open in New York, large malls, we will make it mandatory that they have filtration systems that can filter out the COVID virus," Cuomo said.

The governor also said regions reaching the end of the original 4 phases doesn’t mean everything will be open at that point, and some decisions may even be rolled back.

His administration is currently weighing the pros and cons of indoor dining.
