Former Lackawanna City councilman William Leonard was sentenced to one-year conditional discharge Wednesday morning.

He admitted that he served as 3rd Ward councilman in the city of Lackawanna while living in West Seneca.

This violated a residency requirement connected to the position.

He resigned from his seat back in October and pleaded guilty to official misconduct in November.

"I do think that you've touched on the greatest punishment by referencing the public humiliation you've brought on yourself, your elderly father, your children and your family. If you're not ashamed and humiliated, you probably should be,” said James Bargnesi, Erie County Court judge.

Leonard avoided jail time, but will have to pay more than $1200 in charges and fines.
