Public authorities often fly under the radar even though they make decisions with significant public impacts.

But more people are starting to notice them, and raise red flags about possible rule breaking.

That's according to the Authories Budget Office's annual report, which also found that authories like Industrial Development Agencies are not reporting all the data that they are supposed to.

And those agencies are supposed to be helping with local economic development- so that lack of data makes it hard to judge their effectiveness.
