OLEAN, N.Y. -- A candlelight vigil and rally against heroin addiction is set to take place Wednesday night at Lincoln Park in the city, all in an effort to win back Olean. Shannon Scott founded Winning Olean Back last year, which is made up of a group of citizens concerned about the area's drug epidemic. 

Olean Police say there have been three fatal overdoses within the week, two in the city and one outside. Officers say they have an active drug unit to combat the issue, but often times the addict is unaware of what the drug is mixed with before they use it.

To also combat the issue, the Council on Addiction Recovery Services, or CAReS, in Olean, has added to its counseling staff, looks to expand its assisted medication treatment, and is set to add another 20 beds in a new treatment facility. Leaders say events like the rally raise awareness and give people a voice.

"My friend and neighbor passed away at the age of 28 and left behind two small children. So, for me, it was heartbreaking and I knew I needed to do something. I knew she wasn't the only one out there," said Shannon Scott, Winning Olean Back executive director.

The event will also include live music, guest speakers, a balloon launch and information tables from agencies like CAReS. The event starts at 7:00 p.m.
