ROCHESTER, N.Y. -- Former Rochester Mayor Tom Richards is no longer the head of the Rochester Joint Schools Construction Board.

The volunteer board oversees the Rochester School Modernization program. The three-phase billion-dollar construction plan is aimed at upgrading a number of the city's schools. The board's executive director said Richards did not get re-elected by the board to the position.  

Richards will be replaced by Allen Williams. Richards, who was appointed chairman in 2014, will still remain a board member. Phase 1 of the Schools Modernization program is wrapping up this summer. Discussions are underway for Phase 2, which will pump about $435 million into school renovations.
