NIAGARA FALLS, N.Y. -- Lockport Street in Niagara Falls has been blocked off for weeks now as part of a resurfacing project that has seemingly stopped all progress. Sidewalks look brand new, but chunks of road are missing and gravel debris is seen throughout. A large gap between asphalt and curb has caused trouble for those driving or walking on the road.

"If you got a new car, do not drive down this street. It's crazy," said resident Richard Winn.

Accadia Site Contracting sued the city, claiming they cannot mill or pave the road because National Grid hasn't protected their utility equipment. National Grid officials say they don't typically remove manhole covers and frames, stating "removing the covers and frames and leaving an open hole creates both safety and service reliability dangers that are simply not acceptable."

On Friday, counsel for Niagara Falls sent a letter to Accadia, calling the work stoppage a "hazardous nuisance." They're giving until August 23 to resume work, or they'll be in breach of contract.

An attorney representing Accadia says they plan to respond with their own letter.
