Head coach Ron Rivera says Newton will be out again and will not travel with the team to London for Sunday's matchup against the Tampa Bay Buccaneers.
Newton has been out since injuring his foot during the week two matchup against Tampa Bay. Kyle Allen is expected to start once again after winning three consecutive games in relief of Cam.
