BUFFALO, N.Y. -- Gov. Andrew Cuomo announced Buffalo Billion² during his regional State of the State speech at the University at Buffalo Monday afternoon.

Among the many proposals, Cuomo wants to expand the area's light rail, which now runs only through the city, to Amherst.

He is also proposing expanded investment in the outer harbor and a new tourism center on Grand Island. There was also significant funding for tourism and economic development in Jamestown and Niagara Falls in Cuomo's plan.

Buffalo Billion² will be in the governor's budget proposal, funded in full by the state.

Cuomo also proposed some broader statewide initiatives: a focus on the middle class, $2 billion for new clean water infrastructure and he called on the legislature to legalize ride-hailing upstate. 

There were just a few hecklers - the loudest one yelling that Cuomo and those involved with his Buffalo Billion were corrupt, likely due to the bid-rigging allegations connected with it.
