MILWAUKEE — While U.S. military attacks on Iran as of Monday appeared to have subsided, even as Iran launched limited retaliatory strikes, the debate over whether President Donald Trump had constitutional authority to launch strikes this weekend continues.

“As you can imagine, the answer to your question depends on who you ask,” said Pat Sobkowski, an adjunct assistant professor of political science at Marquette University. “Congress has to declare war. The president, as Commander-in-Chief of the military... What has happened, over time, is the executive branch has claimed a pretty broad area of authority to unilaterally respond or — in same cases — launch preemptive military operations against foreign adversaries.”

At least for the time being, it appeared that military tensions between the U.S. and Iran specifically appeared to be deescalating.

“It kind of looks like Iran is doing what it can to stay out of any prolonged military conflict, at least with the United States,” Sobkowski said.
