Only one in five kids in foster care go to college, compared to 60-percent of all high school graduates. And one big factor is the cost of attending. Since 2014, New York has tried to close the gap through the foster youth college success initiative. This year, supporters are asking for an increase of $1.5 million for the program, bringing it up to $6 million total. And while that is a small percentage of the more than $160 billion state budget, this year there is a deficit to deal with, making everything that much more complicated.
