TEXAS -- El Niño is forecast to develop over the Pacific later this fall into the winter. Pacific waters near the equator have been warming to above normal conditions. The area of warmer waters is also moving eastward through that part of the world. 

El Niño has quite an effect on the United States weather patterns. The northern tier of the United States tends to see warmer than normal temperatures, but for us in Texas expect cooler than normal temperatures. 

Also, the jet stream tends to move across our region bringing Pacific moisture and storm systems over the state. So this winter, plan on above normal rainfall with more cloud cover and rainy days. Expect cooler than normal temperatures.
