SAN ANTONIO — An independent review of the San Antonio Police Department's Special Victims Unit has wrapped, 6 months after it was discovered a detective mishandled over 100 cases.

"There is simply no excuse for such improper behavior,” said San Antonio City Manager Sheryl Sculley.

Back in 2017, an internal audit put a focus on former SVU Detective Kenneth Valdez and his mishandling of 130 cases.

This recent independent review was led by a former State Bar of Texas president under the direction of the City Attorney. 

A team of 8 attorneys reviewed current active cases,  more than 10 thousand closed felony cases, and 15 hundred closed misdemeanor cases from 2014 to 2017. 

They found no negative pattern of the unit handling cases.

"Again, the bottom line here is that this was not a systemic problem within SVU. It was the problem with one single individual who was not handling cases properly,” said William McManus, San Antonio Police Department chief.

The independent review was led by a former State Bar of Texas president and the city attorney.
