AUSTIN, Texas -- Democratic gubernatorial candidate Andrew White said he has a plan to create 1 million jobs in Texas.

The Houston businessman is in a runoff election against former Dallas County Sheriff Lupe Valdez.

White unveiled his plan at a campaign event in Austin on Tuesday.  The plan calls for a law requiring gas stations in the state to list the amount of Texas-produced oil used in their gasoline. White said Texans would seek-out gasoline produced with more Texas-sourced oil, driving up demand, and creating more than 300,000 jobs in the state.

"It's that simple. You want to create jobs in Texas today? Direct consumer behavior to pick more Texas oil,” said White.

The plan also calls for Texas to invest in alternative energy sources, and alternative transportation methods to create jobs. White said if he's elected, the state will launch a public network of on-demand self-driving passenger vehicles.

White said that he would into "at least $1 billion" of the state's rainy day fund to pay for the self-driving car project.
