SAN ANTONIO – An intoxication manslaughter suspect is in custody after he was tracked down by a witness to the crash that left a 21-year-old woman dead.

On Feb. 17 around 6:47 p.m., 28-year-old Joshua Michael Franklin was driving down the 7100 block of Northwest Loop 410. According to the affidavit, Franklin was speeding when he rear-ended the vehicle of Olivia Rae Heffinger.

Heffinger’s vehicle was sent across the grass median and into the main lanes of Loop 410 where she crashed with another vehicle. The woman then collided with a retaining wall.

According to the affidavit, Franklin’s vehicle rolled over into the grass median. He then got out of his car and walked away from the scene of the crash without calling police.

A witness told police he saw Franklin speeding down the road prior to the crash and then flee from the scene. Additionally, he saw him remove his shirt and walk away shirtless.

Fearing the suspect wouldn’t be caught by police, the witness said he followed Franklin to a nearby Exxon gas station that was 0.4 miles away from the scene. The witness immediately called police and waited until they took him into custody.

Field sobriety tests were conducted by investigators and Franklin admitted to drinking “two shots of whiskey” before driving home from his job at Schlotzsky’s. The affidavit noted a strong smell of alcohol coming from Franklin.

Heffinger was transported to University Hospital where she was pronounced dead the next day.

Franklin has been charged with intoxication assault, intoxication manslaughter and failure to stop and render aid.
