DALLAS, Texas – A Dallas attorney has pleaded guilty to conspiracy to commit marriage fraud.

Bilal Ahmed Khaleeq, 47, is accused of knowingly facilitating an unlawful marriage between co-defendant 37-year-old Amna Cheema and a U.S. citizen in June 2015. Investigators said the purpose of the marriage was to evade immigration laws.

Cheema, a Pakistani national, was married in Dallas County and then filed a permanent residence application with U.S. Citizenship and Immigration services.

The citizen who agreed to marry Cheema was allegedly paid $745. During the trial, Cheema admitted to meeting at Khaleeq’s law office to discuss preparing for the interview with immigration services.

In April 2016, Cheema said Khaleeq represented her and her husband at the USCI interview and advised them on ways to make their marriage seem legitimate.

Khaleeq was investigated by U.S. Immigrations and Customs Enforcement and Homeland Security. He will be sentenced on June 4 and will remain on supervised release until then.
