State lawmakers are in Albany this week, looking ahead to the next legislative session, which begins in January. Governor Cuomo is expected to lay out his legislative agenda on January 3  which will likely include a plan for some form of congestion pricing. State house reporter Zack Fink has the story.

Here is how it could work. Cars traveling into certain parts of Manhattan, during weekday hours would be charged a fee. Sources say the governor’s plan would not include tolls on the East River crossings, something that helped sink the proposal when Mayor Bloomberg first introduced congestion pricing almost ten years ago.
