AUSTIN, Texas – States across the country are starting to focus on treating child sex trafficking victims instead of punishing them.

Refuge Ranch, located outside Austin, began taking in girls within the last week. The facility offers trauma care, medical treatment, a school, and therapy. It is part of a national trend, nearly half of the country has eliminated criminal liability for children engaging in prostitution. Texas is not one of them.
