SAN MARCOS, Texas -- The City of San Marcos on Friday identified the fifth and final victim of the July 20 apartment fire.

The victim was identified as Belinda Moats, 21, of Big Wells.

Moats was identified via DNA analysis. She had previously been listed as missing.

The other victims are:

• Haley Michele Frizzell, 19, of San Angelo
• David Ortiz, 21, of Pasadena
• Dru Estes, 20, of San Antonio
• James Miranda, 23, of Mount Pleasant

Moats was a Texas State University student. The fire broke out early in the morning at the Iconic Village apartments. About 200 residents were displaced.
