AUSTIN, Texas — Money to be paid by developers of a new South Austin high rise is under scrutiny by some city leaders.

On top of paying more than $1 million for affordable housing, the so-called Snoopy Planned Unit Development will also send $50,000 to a neighborhood association.

The name comes from the fact that "Peanuts" creator Charles Schulz once owned the property at Barton Springs and Riverside which is currently home to Hooters.

Mayor Pro Tem Kathie Tovo earmarked $50,000 to go to a corporation she founded a decade ago when she lived in Bouldin Creek.

That money, she says, could be used in a variety of ways, including through a program she kicked off Thursday that would provide mortgage assistance.

She says her past involvement with the group shouldn't hamper its future efforts.

"They are hoping to really work on these community initiatives in the area surrounding the South Central Waterfront overlay,” Tovo said.

"These fees are not paid by developers directly. They are paid for by the people who end up living in those developments,” Jimmy Flannigan, Austin City Council District 6, said.

Flannigan add that this kind of payout furthers Austin's affordability crisis and that all affordable housing dollars should into the city's affordable housing trust fund.
