City Councilwoman Vanessa Gibson says she felt a sense of urgency to give low-income tenants representation when they were facing eviction. 90 percent of landlords were represented in housing court, while most tenants were not. But now, she tells “In Focus” host Cheryl Wills the city needs to expand eligibility to the Right to Counsel law.
