A campaign worker who was shot in Syracuse last October while canvassing is speaking out.

Allen Rufus says he called police twice to report that he was being harrassed.

At the time, he was campaigning for a common council candidate on Harding Street.

Rufus says police did not respond in time and one of the individuals followed him to another location and shot him. 

Rufus said police told him his initial calls were labeled as a lower priority.

Leaders within the local police union say the way calls are prioritized has changed over the years due to low staffing. 

They say there is simply not enough officers to answer calls right away which Rufus says is unacceptable.

"Every call should be a priority. If you're calling with something that is going on and is important and that's something that we need to look into as far as if we need to hire more staffing, police, anything. That's a big deal to me," said Rufus.

The city is planning to bring in a new class this year and hope to have another immediately following. 

As far as the shooting investigation, it is still on-going. 

No arrests have been made.
