SPECTRUM NEWS VIDEO: For weeks, Watertown lawmakers have discussed the proposed budget, seeing if and where changes can be made. City Manager Sharon Addison says she stands by these proposals, saying she thinks public safety and public works issues are more important. Mayor Joe Butler says some of those cuts could change as the council continues to look at the budget.
