The Child Victim's Act has been contentious in Albany for years. 

With debate circulating around changing, or even eliminating, the statute of limitations for sex crimes against children.

A version of the bill twice passed the Assembly. 

But the Senate Republicans backed an alternative, which pushed taxpayer funded restitution in the form of a 'victim's fund.'

The deadlock served as a flashpoint in the battle for control of the Senate. 

Now that the Democrats will control the Senate,  advocates hope the act's day has finally come.
