ROCHESTER, N.Y. -- Rochester Democratic mayoral candidate Rachel Barnhart says she's filed a formal complaint with the state's board of elections over campaign finance regarding incumbent Lovely Warren.

Barnhart alleges there was coordination between two political action committees in violation of state election law. "Warren For A Strong Rochester" and "Friends of Lovely Warren" are the two groups sited.

The mayoral candidate also claims there were contributions in excess of legal limits.

Warren says she's refunded $21,000 in campaign donations that critics say exceeded the legal limit. 

Mayor Warren, Barnhart and Monroe County Legislator James Sheppard are all heading towards a Democratic mayoral primary next month.
