IRONDEQUOIT, N.Y. -- Sandbags are doing their best but much of Mayer's Marina on Irondequoit Bay is under water, and Monroe County Executive Cheryl Dinolfo said flooding is not just because of recent rain.

Dinolfo said at a Friday morning news conference that the water level in the bay is up significantly and on Lake Ontario, the water is up 11 inches from where it stood last year.

Dinolfo's office is asking the federal government to reduce water levels, and that Plan 2014, an international water management plan to relinquish man-made control over the Great Lakes, should be scrutinized. Dinolfo said her written request has made its way to the White House. 

In the meantime, Sheriff Patrick O'Flynn warned boaters of submerged docks on the bay and lake, and asked boaters to remain 500 feet away from shore. Inmates in the county jail's work program will bag sand to stop water from creeping in.

Alison Mayer's family has owned the marina since 1960. She says the goverment ignored her and others before, when Plan 2014 went through despite their objections. She's hoping they won't be ignored now.

"This isn't with them regulating the water. This is just the rainwater, and then with that rule on top of it, I don't imagine, imagine being completely underwater. It doens't make any sense."
