HOUSE OF REPRESENTATIVES - 23RD DISTRICT VOTING GUIDE

Five Democrats are hoping to unseat Republican incumbent Tom Reed in New York’s 23rd Congressional District. Voters have elected Reed four times, three of which were in the redistricted 23rd. The seat is among the Democratic Congressional Campaign Committee’s list of mid-term targets. NY-23 is largely rural and spans 11 counties in the Southern Tier.

Incumbent

Rep. Tom Reed is the former Mayor of Corning and has been in office since 2010. He serves on the congressional Ways and Means committee. Reed says he is “committed to fighting for jobs and the future for families” in the district. His priorities include fostering bipartisanship, the economy and taxes.

Health care: Supports “patient-centered solutions” that empower patients and doctors instead of insurance companies, repeal of the Affordable Care Act.

Immigration: Supports a permanent solution for Dreamers but believes legislation could be tied to a broader bill funding more border security.

Gun reform: Co-sponsored Concealed Carry Reciprocity Act and does not support “one-size-fits-all” proposals in Washington.

Tracy Mitrano is a cyber-security expert who retired as the Director of Information Technology Policy at Cornell University.  She currently lives in Penn Yan. Mitrano says she’s running “to put people first again by fighting to bring economic opportunity” to the district. Besides the economy, her priorities include health care, education, infrastructure, and the environment

Health care: Supports stabilizing the Affordable Care Act , establishing a single-payer system, and reigning in cost of prescription drugs.

Immigration: Supports a path to citizenship for Dreamers.

Gun reform: Supports a universal background check system with no loopholes, banning “military grade” weapons including bump stocks, and research on effective common sense approaches to prevent violent crime.
