ROCHESTER, N.Y. -- Ninety percent of Rochester Gas and Electric customers who lost power in Monroe County should be back online by late Sunday, according to representatives from the utility, joined Friday by Gov. Andrew Cuomo and other Rochester-area leaders.

It took 48 hours since the storm hit Wednesday for Cuomo to visit the wind-strafed area, but Cuomo said state resources have been here from the beginning.

"My team was on the ground yesterday working with the city and the county, so we were there literally as you heard from the mayor," said Cuomo, D-New York. "I spoke to her before the storm hit, during the storm and our teams were working literally from the get go."

Assemblyman Peter Lawrence has been critical of the governor's absense during this natural disaster and called Cuomo out on a Facebook post.  Lawrence said Cuomo made sure residents downstate and on Long Island were prepared for snow in those areas.

"He's the governor of the whole state," said Lawrence, R-Greece "If there's a reason to be concerned about three inches of snow in New York City, that's fine, but at the same time hundreds of trees, hundreds of utility poles, houses damaged, roofs damaged, we had a tragedy up here.

We had a disaster and I'm sorry, I really felt that something should have been said, something should have been done, should have been some reassurance coming from his office, I just didn't see that and it was important for me to say something."

Cuomo says more out-of-town crews are on their way to Monroe County to assist RG&E and other out-of-town workers already here. Cuomo also announced 200 National Guard troops will be on the ground in Rochester by Saturday morning to help with transportation, clearing downed trees and help manage shelters.

"I would have liked to have seen them Wednesday evening, maybe Thursday morning," Lawrence said. "I think it would have made more of an impact and better for this county but you're never going to turn away help.  If they can help get power restored and people back into their homes, we'll take it."
