Lawmakers are considering expanding the definition of public work to include any project getting state funding, which would make all of those projects required to pay what's known as prevailing wage.

Prevailing wage is set by local trade unions, and some developers say they can't afford it.

And they are also warning that higher labor costs could reduce interest in affordable housing projects.
