The New York Civil Liberties Union is calling new regulations on solitary confinement in local jails a good step forward, but not the end of the fight. The regulations were announced by Governor Cuomo on Tuesday. They require that prisoners get at least four hours a day outside of their cells. Also, jails will have to fill out a report anytime someone under 18 or pregnant is put in solitary, or if anyone is kept there for more than 30 days.
