The county-wide shared services panels could become permanent if the legislature approves that provision of the governor's executive budget. The panels began last year, and Governor Cuomo says they have helped local governments cut costs. But local officials have been less enthusiastic about the requirements, even as they look at options for cooperation and consolidation. And so they will be watching the negotiations on that, and of course the different plans to adapt to the new limits on the federal deduction of state and local taxes.
