New York's medical marijuana dispensaries have been open for almost two years now. During that time, the Department of Health has made a lot of changes to the program, like expanding the list of eligible conditions. And in fact on Friday, new products were approved for sale. But still, the state is taking a very cautious approach, and the dispensaries so far aren't breaking even, much less turning a profit.
