A quick glance while sitting in a parking lot turned into a chilling moment for a member of the Sullivan County Sheriff's Patrol. 

"Made such an impression on me, I got back inside the building to look through all the open offices. I saw nothing — but I'm sure I saw it," said Sullivan County Sheriff's Patrol Lt. John Watson.

Watson believes he saw a young girl looking out a room from his sideview mirror.

"I could plainly see the second floor of the building. And I saw a small child in a night-shirt with curly hair. It was so plain and so distinct that I stopped what I was doing, got out of my car, stood in the parking lot, stood, faced the building, it was gone," said Watson.

But there are other noises people hear in the Sullivan County Sheriff's Office Patrol. 

"Members of the Sheriff's Patrol report this jail cell door closing by itself," said Sullivan County Undersheriff Eric Chaboty. "It could be the modular cells in the jails that are next door that could be what they're hearing."

A few employees say they hear footsteps coming from the second floor. 

"Usually there's nobody there overnight, and that's where a lot of the footsteps are reported," said Chaboty. 

Sometimes people hear noises coming from the attic, too. The building dates back to about 1850.

"At one time it was a fairly magnificent house. And it was actually built by a man named Munson Bushnell," said Sullivan County historian John Conway.

There have been plenty of people in and out of the building as owners changed through the years. There are things we don't know about the Bushnell building. 

"I can't say for sure whether anyone actually died in that building itself," said Conway.  

Before the patrol moved here in 2000, Sullivan County Legal Aid employees reportedly heard similar noises. 

"There's an explanation for everything. But since it's Halloween, it's fun to talk about," said Chaboty.
