KINGSTON, N.Y. -- Following the mayor's State of the City address -- the podium was opened up to public comment during the council meeting to address the mayor's decision regarding Kingston’s historic ALMS House.

Last year, Mayor Noble decided not to appeal a judge's ruling that a simple majority vote by the city council would be sufficient enough to change the zoning of the ALMS House.

The affordable housing agency RUPCO wants to build 60-plus housing units on the property for seniors 55 and older.

More than half of the units will provide services for people who are currently homeless.

Last year, residents sent in petitions challenging the project, which made a super majority vote necessary to pass the measure.

RUPCO later filed a lawsuit and a judge ruled the organization's favor.

Some people Tuesday night said the project needs more discussion - but the mayor says it's time to move forward.

The project is scheduled to be presented before the planning board in the near future.
