ROCHESTER, N.Y. -- The Rochester City School District's four persistently struggling schools have made demonstrable improvement, according to the state education department.

The determination came following the 2015-16 school year, before which ten schools throughout New York State were appointed superintendent receivers.

In Rochester, East Lower School, East Upper High School, James Monroe High and School No. 9 made improvements. 

East Upper was already cleared to keep its Educational Partnership Organization, The University of Rochester, for another year due to extenuating circumstances.
