MONTICELLO, N.Y. -- A Sullivan County man is charged with murder in Sunday's death of a 19-year-old from Brooklyn at Monticello Meadows Apartments.

Police said Lawrence Burns, also 19 years old, was shot in the head around 3:30 a.m. and died.

Police said that Burns was killed inside an apartment, then later discovered a short distance away. An official on scene Sunday said the victim's body was found outside one of the buildings.

Howard Sanders of Loch Sheldrake also faces weapons charges and tampering with physical evidence, both felonies, along with the murder charge, which is second-degree.

In addition, Gerrod Lucas, 22, faces drug charges after a search warrant at an apartment. Police said evidence related to te homicide was seized.

Neighbors described news of the death and subsequent police presence as scary, but not surprising, considering similar scenes have played out here before. On August 6, 2017, police were also called to this apartment complex to investigate the suspicious death of a woman in her 70s.

When asked if she could say anything in these situations to give peace of mind to her granddaughter, tenant Jo Bee said, "you can't. It's just that this is where they live."

Several tenants said that whatever happened woke them up, but they fell back asleep. Some even said they thought the loud bangs were "fireworks," which would not surprise them since they had heard fireworks popping on several previous evenings.

"I try to mind my own business," said tenant Theresa Borden, who said she also heard a series of bang noises.

She said she did not want to seem nosy and did not want to find herself in the middle of someone else's fight, so she left it be.

"At night, you don't know what goes on around here," Borden said, as she reigned in her two dogs during a walk through the complex. "I don't come out at night."
