The debate over securing and expanding the net for affordable healthcare is a never ending cycle.

But, a new report from the Rockefeller Institute explores the viability and impacts of what's known as a Medicaid buy-in, or public option program, that would extend healthcare coverage to more Americans.

Findings discuss changes that would have to be made to the existing system, like establishing what type of coverage would be offered, how enrollment would be financed, how many new enrollees could be covered.

Jim Matatras is the President of the Rockefeller Institute.
