From the time the first big waves slammed onto the Lake Ontario shoreline in March 2017, south shore residents have been shouting the same refrain across the water: The lake is too high and it's the International Joint Commission's (IJC) fault — or at the very least it's somebody's fault.

Troubled Waters explores the impact this flooding had on homeowners and business owners and what has happened since the waters receded. 

Troubled Waters premieres on April 25 at 7 p.m., followed by an hour-long town hall to help those impacted to get answers. The special will re-air on April 26 at 9 p.m., April 28 at 9 p.m. and April 29 at 9 p.m.
