The Central New York SPCA is investigating a possible cruelty case in Rome.

Last week, animal control officers found a dog tied to a log in the Erie Canal, near Luquer Street.

She was in good health when the officers found her and is now getting care through the SPCA. 

They've affectionately named her "River" and said she's lucky to be alive. 

"We're taking it very seriously because it's cruel. She could have drowned. If she was not able to get on top, she would have drowned," said Dee Schaefer, a CNY SPCA Humane Educator.
