ROME, N.Y. -- It wasn't a "joyous" start to the summer at John E. Joy Elementary School in Rome as two educators were arrested on Wednesday.

"Several weeks ago a complaint was brought forth to the Sheriff's Office from the school regarding some allegedly excessive discipline," said Oneida County Sheriff Robert Maciol.

Several weeks later, 30-year-old Ashley Rasbach and 47-year-old Maria Fountain were arrested.

As for the alleged "excessive discipline", Maciol said, "There was some pushing involved, and then there was the use of a water-filled spray bottle."

Sheriff Maciol did not elaborate more on the actions but says the three incidents involved three children under the age of 10.

"A adult at the school apparently witnessed some things that they just weren't comfortable with," he said. "They followed their protocol at school, notified school officials, school officials in turn did the right thing and notified law enforcement."

Rasbach's arrest stemmed from two of the incidents, and Fountain's from the other.

Both suspects are being charged with child endangerment and harassment.

"We strongly feel it's very unique and inappropriate and obviously the allegations of disciplining with a spray bottle obviously don't coincide with the law in that school setting. So again, that's where the criminal charges come from," Maciol said.

The Rome City School District Superintendent said both employees are on leave. In a statement he said, "We intend to take all steps necessary to respect Ms. Rasbach's and Ms. Fountain's rights while, at the same time, taking all prudent steps to ensure the welfare and safety of our students."

Both of the women facing charges are expected to appear in Rome City Court next week.
